It becomes a problem when the reaction is disproportionate to the situation or leads to destructive behaviour, damaged relationships, workplace difficulties, or legal trouble.

The goal of anger management isn’t to eliminate anger. That’s neither realistic nor possible. The goal is to learn how to cope with it and express it in a way that doesn’t cost you something important.
